Housing minister and deputy PM Angela Rayner has said this will include \u2018the biggest wave of council housing in a generation\u2019.<\/p>\n<p>But dRMM founder Sadie Morgan, a member of the Design Council\u2019s taskforce, which published the new report, said that the housing crisis is \u2018not just about numbers \u2013 it\u2019s about quality, sustainability and liveability\u2019.<\/p>\n<p>The taskforce came up with 10 recommendations to the government to create sustainable communities while also hitting the 1.5 million homes target.<\/p>\n<p>These include:<\/p>\n<ul>\n<li>Putting an emphasis on retrofit and refurbishment, with a percentage target for homes brought back into use as part of the overall housing supply target<\/li>\n<li>Building Zero Carbon New Towns, which would reduce car use, prioritise public transport and infrastructure viability and emphasise social amenities<\/li>\n<li>Incorporating Part Z embodied carbon standards into building regulations<\/li>\n<li>Getting local authorities to become more involved in masterplanning new developments, while also hiring \u2018neighbourhood design advisors\u2019 and mayoral \u2018strategic design teams\u2019<\/li>\n<li>Reducing single-use, inflexible buildings.<\/li>\n<\/ul>\n<p>Other recommendations include measures to reduce social isolation and calls for outdoor play space to be incorporated into all new developments.<\/p>\n<p>The report states: \u2018The UK faces a generational opportunity to deliver affordable, sustainable and high-quality housing while meeting legally binding climate commitments.<\/p>\n<p>\u2018The Labour government\u2019s ambitious plan to build 1.5 million homes over the next Parliament is the largest housing initiative in decades, requiring an unprecedented scale of development that balances quantity, quality and environmental responsibility.<\/p>\n<p>\u2018However, delivering this ambition is starting from a low base.
