The buildings, a 29-storey tower and a 13-storey tower, will provide 355 homes (83 designated \u2018affordable\u2019) as well as a 410m\u00b2 community caf\u00e9 and <\/span>music venue, which will be occupied by a local jazz club, Jazz East, at 50 per cent market rent.<\/p>\n

Backed by the Pickstock Group<\/a>,<\/span> the development will be built near Pudding Mill Lane DLR station on a vacant 0.42ha plot at 68-70 High Street Stratford, previously home to a Porsche showroom.<\/p>\n

Newham Council\u2019s planning committee unanimously approved the scheme on Tuesday evening (18 March), subject to secondary approval from the Mayor of London.<\/p>\n

Permission will also be subject to a Section 106 legal agreement to secure a carbon offset payment of \u00a390 per tonne of carbon (\u00a3219,613) over 30 years, a Biodiversity Net Gain payment of \u00a31,000 annually for 29 years, more than \u00a3250,000-worth of \u2018healthy streets\u2019 contributions and an agreement to secure affordable rent for the occupants of the community caf\u00e9.<\/p>\n

Newham planning officers had recommended the proposal for approval on the basis that it will \u2018contribute a significant level of housing, including affordable housing, towards the borough\u2019s housing stock\u2019, create a new community space and provide high-quality landscaping and open space in an area in need of it.<\/p>\n

Eleven objectors had raised concerns over the scale and height of the scheme, including its impact on daylight, views and traffic.<\/p>\n

Permission was granted in 2012 to redevelop the site with three buildings up to 18 storeys tall, combining residential and commercial space, and is considered as having been implemented (via demolition).<\/p>\n

Under the terms of the planning permission, if the jazz club ceases operating, the music venue and caf\u00e9 will be let out \u2018on the same discounted terms to another social, community, or cultural enterprise\u2019.<\/p>\n

The buildings will be linked by a Spacehub-designed shared public garden, with access to the High Street Stratford to the south-east, and access to a section of the Bow Back Rivers to the north-west.<\/p>\n

PTE partner Carl Vann said the firm was \u2018delighted\u2019 with the planning permission. He continued: \u2018Alongside much-needed homes, the garden-side caf\u00e9 adds an exciting performance venue to the emerging cultural quarter.<\/p>\n

\u2018The architecture responds to the place narrative \u2013 it emerges from a contoured landscape, it includes verdant escarpments at set-back levels and is then carefully sculptured at upper levels to reference the contours of the surrounding city skyline.\u2019<\/p>\n
