{"id":777153,"date":"2025-03-04T09:44:29","date_gmt":"2025-03-04T09:44:29","guid":{"rendered":"https:\/\/www.architectsjournal.co.uk\/?p=777153"},"modified":"2025-03-04T12:41:50","modified_gmt":"2025-03-04T12:41:50","slug":"bakerloo-and-dlr-extensions-feature-in-new-london-growth-plan","status":"publish","type":"post","link":"https:\/\/www.architectsjournal.co.uk\/news\/bakerloo-and-dlr-extensions-feature-in-new-london-growth-plan","title":{"rendered":"Bakerloo and DLR extensions feature in new London Growth Plan"},"content":{"rendered":"<p>The AJ\u2019s sister title <a href=\"https:\/\/www.newcivilengineer.com\/latest\/bakerloo-line-extension-aecom-and-wwp-appointed-for-feasibility-study-on-four-new-stations-10-10-2024\/?eea=*EEA*&amp;eea=ZGN3MFhjbE40bmY1Qnk3N1hUNTJGSnhXV3h1MXJBVFNYTDR0bk0wM2JDVT0%3D&amp;utm_source=acs&amp;utm_medium=email&amp;utm_campaign=CONE_NCE_EDI_ALL_MORNING_111024&amp;deliveryName=DM277969\"><em>New Civil Engineer<\/em><\/a> reports that the plan, released by Sadiq Khan and London\u2019s councils last week, also promises to work towards Crossrail 2 over the next decade, safeguarding the route in the meantime.<\/p>\n<p>Scaling up London\u2019s renewable energy generation is also part of the plan. \u2018Priorities include installing more solar panels across London\u2019s building stock and capturing waste heat to power new heat networks, particularly from data centres,&#8217; the plan states.<\/p>\n<p>The plan pledges too to \u2018set a long-term framework and plan for London\u2019s infrastructure\u2019 that will futureproof it.<\/p>\n<p>Extending the Bakerloo line to Lewisham, the DLR to Thamesmead and extending the London Overground westward as the West London Orbital (WLO) have been priority major infrastructure schemes for Transport for London (TfL) for some time. However, these schemes \u2013 which include new stations \u2013 were affected by the Covid-19 pandemic which hit TfL\u2019s finances. This led to its long-term capital projects being indefinitely delayed.<\/p>\n<p>In October 2022, then\u00a0TfL commissioner Andy Byford said these major projects were \u2018<a href=\"https:\/\/www.newcivilengineer.com\/latest\/tfl-major-projects-including-bakerloo-extension-and-crossrail-2-not-on-the-horizon-despite-funding-deal-12-10-2022\/\">not on the horizon<\/a>\u2019 due to the funding situation. The route was <a href=\"https:\/\/www.newcivilengineer.com\/latest\/bakerloo-line-extension-land-safeguarded-for-2024-construction-start-04-12-2020\/\" target=\"_blank\" rel=\"noopener\">safeguarded in December 2020<\/a>.<\/p>\n<p>In October last year,\u00a0TfL appointed AECOM and WW+P Architects to start drawing up <a href=\"https:\/\/www.newcivilengineer.com\/latest\/bakerloo-line-extension-aecom-and-wwp-appointed-for-feasibility-study-on-four-new-stations-10-10-2024\/\">feasibility reports<\/a> on four new stations on the Bakerloo Line extension: Burgess Park, Old Kent Road, New Cross Gate and Lewisham.<\/p>\n<p>The ongoing upgrade to Elephant &amp; Castle station is also facilitating the extension.<\/p>\n<p class=\"x_MsoNormal\">WW+P is focusing on the design aspects of the stations \u2013 which will be potentially operational by 2040 \u2013 while AECOM will be responsible for all engineering matters, including civil, structural, mechanical and geotechnical engineering, as well as stakeholder engagement and consent.<\/p>\n<p>Meanwhile, the DLR extension to Thamesmead is believed to have the potential to unlock 30,000 homes.<\/p>\n<div id=\"attachment_777222\" class=\" wp-caption alignnone\" style=\"max-width: 962px;\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-777222\" src=\"https:\/\/cdn.rt.emap.com\/wp-content\/uploads\/sites\/4\/2025\/03\/04084902\/london-growth-plan-regionally-important-infrastructure-full.webp\" alt=\"\" width=\"952\" height=\"1136\" srcset=\"https:\/\/cdn.rt.emap.com\/wp-content\/uploads\/sites\/4\/2025\/03\/04084902\/london-growth-plan-regionally-important-infrastructure-full.webp 952w, https:\/\/cdn.rt.emap.com\/wp-content\/uploads\/sites\/4\/2025\/03\/04084902\/london-growth-plan-regionally-important-infrastructure-full-251x300.webp 251w, https:\/\/cdn.rt.emap.com\/wp-content\/uploads\/sites\/4\/2025\/03\/04084902\/london-growth-plan-regionally-important-infrastructure-full-858x1024.webp 858w, https:\/\/cdn.rt.emap.com\/wp-content\/uploads\/sites\/4\/2025\/03\/04084902\/london-growth-plan-regionally-important-infrastructure-full-768x916.webp 768w, https:\/\/cdn.rt.emap.com\/wp-content\/uploads\/sites\/4\/2025\/03\/04084902\/london-growth-plan-regionally-important-infrastructure-full-922x1100.webp 922w, https:\/\/cdn.rt.emap.com\/wp-content\/uploads\/sites\/4\/2025\/03\/04084902\/london-growth-plan-regionally-important-infrastructure-full-193x230.webp 193w, https:\/\/cdn.rt.emap.com\/wp-content\/uploads\/sites\/4\/2025\/03\/04084902\/london-growth-plan-regionally-important-infrastructure-full-126x150.webp 126w\" sizes=\"(max-width: 952px) 100vw, 952px\" \/><p class=\"wp-caption-text\">Outline of &#8216;Regionally important infrastructure&#8217; from London Growth Plan 2025<\/p>\n\t<p class=\"inline_image_source\" style=\"max-width: 962px;\"><p class=\"empty_inline_source\"><\/p><\/p><\/div>\n<p>The proposal would extend the light railway from Gallions Reach to Thamesmead via Beckton Riverside. Following a public consultation, TfL said last summer that it was <a href=\"https:\/\/www.newcivilengineer.com\/latest\/dlr-extension-from-beckton-riverside-to-thamesmead-business-case-to-be-developed-following-public-consultation-05-08-2024\/\" target=\"_blank\" rel=\"noopener\">developing a business case for the project.<\/a><\/p>\n<p>The WLO extension of the London Overground would, meanwhile, support 7,000 homes, according to the London Growth Plan.<\/p>\n<p>The WLO would fill a missing link in the Overground network between north and west London. The 18km route would cross four London boroughs, stretching from Hounslow in the south-west to Hendon and West Hampstead in the north.<\/p>\n<p>In November, TfL and Mott MacDonald said they had completed the feasibility stage for the WLO proposal and\u00a0<a href=\"https:\/\/www.newcivilengineer.com\/latest\/tfl-and-motts-discuss-west-london-orbital-overground-line-as-feasibility-stage-completed-20-11-2024\/\" target=\"_blank\" rel=\"noopener\">spoke to\u00a0<em>NCE<\/em>\u00a0at length about the projects aims and challenges<\/a>. At that point, it was hoped that public consultation on the \u00a3800-\u00a3900 million project would take place this year ahead of consenting in the next couple of years and construction starting in 2030.<\/p>\n<p>Crossrail 2 would be a major north-south project across London, potentially as far as Epsom in the south-west up to Tottenham in the north-east and beyond into Hertfordshire.<\/p>\n<p>The London Growth Plan says that it would unlock 200,000 new homes.<\/p>\n<p>TfL has been in negotiations with relevant authorities\u00a0<a href=\"https:\/\/www.newcivilengineer.com\/latest\/crossrail-2-safeguarding-negotiations-still-taking-place-four-years-after-mothballing-17-06-2024\/\" target=\"_blank\" rel=\"noopener\">for a number of years to try to safeguard the route<\/a>. The pledge within the\u00a0London Growth Plan\u00a0to safeguard the route in the next decade and start work towards its construction suggests that agreements are nearing.<\/p>\n<p>Provisions for\u00a0Crossrail 2 have been included in the <a href=\"https:\/\/www.newcivilengineer.com\/latest\/tfl-asks-for-crossrail-2-provisions-to-be-built-into-euston-station-redevelopment-28-01-2022\/\">development of Euston for HS2<\/a>, as well as in\u00a0<a href=\"https:\/\/www.newcivilengineer.com\/latest\/crossrail-2-provisions-included-within-british-library-expansion-plans-11-04-2022\/\" target=\"_blank\" rel=\"noopener\">plans to expand the nearby British Library<\/a>.<\/p>\n<p>A freedom of information request by <a href=\"https:\/\/www.newcivilengineer.com\/latest\/exclusive-more-than-115m-spent-on-mothballed-crossrail-2-project-18-01-2021\/\"><em>NCE<\/em><\/a> revealed that\u00a0more than \u00a3115 million had been spent developing proposals for Crossrail 2\u00a0during the six years before the project was mothballed in November 2020.<\/p>\n<p>Additional actions for the next decade in the London Growth Plan include improving transport connections between town centres \u2018particularly in outer London\u2019. It cites WLO as a factor in this as well as \u2018bringing some regional rail into the TfL network\u2019.<\/p>\n<p>There is also a pledge to \u2018prioritise developing more international rail connections\u2019, but it does not give any details on how this will be done.<\/p>\n<p>A graphic (<em>below<\/em>) suggests that London could potentially have new direct rail connections to Bordeaux, Geneva, Cologne and Frankfurt.<\/p>\n<p><em><a href=\"https:\/\/www.newcivilengineer.com\/latest\/interview-hs1-ltd-on-taking-a-phased-approach-to-enlarging-st-pancras-international-capacity-06-02-2025\/\">NCE<\/a><\/em> recently spoke to London St Pancras Highspeed (formerly HS1 Ltd) about its plans to expand St Pancras station\u2019s international capacity\u00a0in phases to enable it to handle almost triple the number of passengers that it can currently.<\/p>\n<p>Responding to the publication, Arcadis London City executive Peter Hogg said the new\u00a0 London Growth Pla<em>n<\/em> \u2018sends a clear headline: London is back\u2019.<\/p>\n<p>He told NCE: \u2018After 20 powerhouse years from the end of the early 1990s recession when financial deregulation hit its stride to the aftermath of the glorious Olympic summer of 2012, London defied economic gravity.<\/p>\n<p>\u2018The last nine years have felt a lot less sure-footed. Brexit, Covid, political turbulence at national level and a levelling-up agenda that felt like it set out to penalise London rocked confidence, spooked investors and blunted the edge of the city\u2019s growth.
