{"id":768438,"date":"2024-12-17T10:16:39","date_gmt":"2024-12-17T10:16:39","guid":{"rendered":"https:\/\/www.architectsjournal.co.uk\/?p=768438"},"modified":"2024-12-17T10:26:19","modified_gmt":"2024-12-17T10:26:19","slug":"regional-mayors-to-get-unprecedented-powers-in-government-devolution-drive","status":"publish","type":"post","link":"https:\/\/www.architectsjournal.co.uk\/news\/regional-mayors-to-get-unprecedented-powers-in-government-devolution-drive","title":{"rendered":"Regional mayors to get unprecedented powers in government devolution drive"},"content":{"rendered":"<p>The proposals, set out in an <a href=\"https:\/\/www.gov.uk\/government\/publications\/english-devolution-white-paper-power-and-partnership-foundations-for-growth\/english-devolution-white-paper\">English Devolution White Paper<\/a> published by the ministry of Housing, Communities and Local Government (MHCLG) yesterday (16 December), will give mayors \u2018a more direct role in plans for their areas than ever before\u2019.<\/p>\n<p>The proposals for future legislation would be delivered via an English Devolution Bill expected next year, which will equip mayors to heavily influence planning, housing, transport and skills provision.<\/p>\n<p>The policy document outlines how mayors across the regions will be given new development management powers \u2018similar to those those exercised by the Mayor of London\u2019, including the ability to call in planning applications of strategic importance.<\/p>\n<p>They will also be able to charge developers a \u2018Mayoral Levy\u2019 to \u2018ensure that new developments come with the necessary associated infrastructure\u2019 \u2013 similar to the levy used to help fund London\u2019s Elizabeth line in 2012.<\/p>\n<p>Major cash boosts will help to drive the changes. According to the policy document, mayors in Greater Manchester, the West Midlands, South Yorkshire, West Yorkshire, Liverpool City Region and the North East will be the first to receive the new integrated funding settlements, covering housing, regeneration, local growth, transport, skills, retrofit and employment support.<\/p>\n<p>MHCLG said its \u2018ambitious\u2019 new devolution framework had aims of \u2018hardwiring mayors into the fabric of government\u2019. It also sets out \u2018a strong preference to see mayors in place across the whole of England \u2013 making it the default status for regions across England\u2019.<\/p>\n<p>A government \u2018Devolution Priority Programme\u2019 aims to deliver inaugural mayoral elections in May 2026, with authorities including Cheshire and Warrington, Norfolk and Suffolk, and others already earmarked for the programme. MHCLG says it has had \u2018productive discussions\u2019 with these authorities and will confirm places on the programme in January.<\/p>\n<p>The White Paper also laid out the government\u2019s plans to \u2018rebuild local government after 14 years of mismanagement and decline\u2019, including multi-year financial settlements for authorities according to local need and the reorganisation of local government to create \u2018simpler and more stable structures\u2019 which improve accountability and outcomes.<\/p>\n<p>Deputy Prime Minister and Secretary of State for Housing, Communities and Local Government Angela Rayner said the devolution plans were about \u2018giving local leaders the tools \u2013 and the trust \u2013 they need to forge their areas\u2019 futures\u2019.<\/p>\n<p>Rayner said the plans would raise living standards, improve public services, and enable the homes \u2018we so desperately need\u2019.<\/p>\n<p>She insisted: \u2018We have an economy that hoards potential and a politics that hoards power. So our devolution revolution will deliver the greatest transfer of power from Whitehall to our communities in a generation, empowering those communities to realise their potential. And nobody is more excited about it than I am.\u2019<\/p>\n<div class=\"factfile\">\n<h2>Housing and planning<\/h2>\n<p>New housing and planning powers outlined for Mayors and Authorities in the White Paper, which the government insists are \u2018integral to delivering the 1.5m homes\u2019 promised in this parliament:<\/p>\n<ul>\n<li>All areas &#8211; with or without a Strategic Authority &#8211; will have to produce a Spatial Development Strategy, to be adopted with support from a majority of constituents.<\/li>\n<li>Mayors to be given new development management powers &#8216;similar to those those exercised by the Mayor of London&#8217; \u2013 including the ability to call in planning applications.<\/li>\n<li>Mayors will be able to charge developers a &#8216;Mayoral Levy&#8217; to \u2018ensure that new developments come with the necessary associated infrastructure\u2019. Such a levy was used to help fund London\u2019s Elizabeth Line in 2012.<\/li>\n<li>Homes England will have a stronger partnership with established Mayoral Strategic Authorities and increased accountability to mayors to help them deliver on their plans. As part of this, the government says it will move Homes England to a more \u2018regionalised model\u2019 over time, \u2018so that the agency is even more responsive to the economic plan of an area\u2019.<\/li>\n<li>Mayors will be given \u2018the funding they need to deliver on their housing ambitions, with control of grant funding for regeneration and housing delivery\u2019.<\/li>\n<li>Established Mayoral Strategic Authorities will be given the power to set out the strategic direction of any future affordable housing programme.<\/li>\n<\/ul>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The proposals, set out in an English Devolution White Paper published by the ministry of Housing, Communities and Local Government (MHCLG) yesterday (16 December), will give mayors \u2018a more direct role in plans for their areas than ever before\u2019.
