{"id":767437,"date":"2024-12-12T07:43:31","date_gmt":"2024-12-12T07:43:31","guid":{"rendered":"https:\/\/www.architectsjournal.co.uk\/?p=767437"},"modified":"2024-12-12T12:35:20","modified_gmt":"2024-12-12T12:35:20","slug":"anti-green-belt-building-campaigners-set-out-alternative-housebuilding-vision","status":"publish","type":"post","link":"https:\/\/www.architectsjournal.co.uk\/news\/anti-green-belt-building-campaigners-set-out-alternative-housebuilding-vision","title":{"rendered":"Green-belt campaigners set out alternative housebuilding vision"},"content":{"rendered":"<p>The Community Planning Alliance (CPA), which represents grassroots action groups across the UK, has published a report setting out an alternative vision of housebuilding.<\/p>\n<p>It comes after prime minister Keir Starmer <a href=\"https:\/\/www.architectsjournal.co.uk\/news\/starmer-spells-out-housing-and-infrastructure-pledges\">last week recommitted<\/a> to Labour\u2019s election manifesto pledge of building 1.5 million homes this parliament.<\/p>\n<p>Later today the government will <a href=\"https:\/\/www.architectsjournal.co.uk\/news\/government-outlines-ambitious-planning-reforms-and-new-towns-taskforce\">spell out<\/a> its much-trailed reforms designed to achieve this aim. These include asking councils to earmark sites for housing within the so-called \u2018grey belt\u2019 \u2013 less useful or environmentally friendly sections of urban development buffers.<\/p>\n<p>This &#8216;new common-sense approach&#8217; to the greenbelt will be included in the updated and highly anticipated National Planning Policy Framework.<\/p>\n<p>But the CPA insisted that \u2018not a single green space needs to be lost to housing\u2019.<\/p>\n<p>The alliance said millions of homes could be created on brownfield sites and in empty buildings, and pointed to space available in existing spare bedrooms.<\/p>\n<p>Its report added: \u2018Degraded green belt should not be reclassified as grey belt and built upon. It should be regreened.\u2019<\/p>\n<p>Packham said: \u2018We have a housing crisis, there\u2019s no doubt about that, but we have a biodiversity crisis too and that situation is critical.\u2019<\/p>\n<p>He added: \u2018The green belt is incredibly important. It was designed to stop urban sprawl and enhance the quality of people\u2019s lives. We need to think more creatively about how we can design and build good quality, affordable housing with communities and nature in mind.\u2019<\/p>\n<p>CPA co-founder Rosie Pearson said the government faced a \u2018litmus test\u2019, adding: \u2018Despite being hellbent on hitting its sky-high, developer-led housing targets, [ministers] must not sacrifice the environment.<\/p>\n<p>\u2018The vast majority of UK voters believe it\u2019s important to protect nature and green spaces, which should be a last resort only for housebuilding. Our <em>Homes for Everyone<\/em> report demonstrates that there are clear ways to meet housing needs without destroying the countryside or worsening climate change.\u2019<\/p>\n<p>A poll carried out for the report found that more than two-thirds of people supported a \u2018brownfield-first\u2019 policy for housebuilding.<\/p>\n<p>Housing secretary Angela Rayner\u00a0<a href=\"https:\/\/www.bbc.co.uk\/iplayer\/episode\/m0025txc\/sunday-with-laura-kuenssberg-can-the-government-build-15-million-houses\">told the BBC this weekend<\/a>\u00a0that the government wanted to fast-track compliant applications.<\/p>\n<p>\u2018We are taking away the subjectiveness that happens at a local level,\u2019 she said. \u2018We are saying that if [developers] follow Plan A \u2013 national planning policy \u2013 and Plan B \u2013 local planning policy \u2013 then [they] shouldn\u2019t be stuck on subjective grounds.<\/p>\n<p>\u2018You have to have a framework that delivers the housing and infrastructure we desperately need.\u2019<\/p>\n<div class=\"factfile\">\n<h4>The CPA&#8217;s six-point strategy to boost housebuilding without developing the green belt<\/h4>\n<p>1 Update brownfield land registers and prioritise suitable sites for housing.<\/p>\n<p>2. Bring empty homes back into use.<\/p>\n<p>3. Review unused commercial and public buildings and convert them into residential units.<\/p>\n<p>4. Better promote the \u00a37,500-tax-free Rent a Room Scheme.<\/p>\n<p>5. Adopt density principles in local plans.<\/p>\n<p>6.
