(Part 2)<\/a><\/h4><\/div><\/div><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">As we have seen in previous months, even seemingly straightforward projects such as replacing a fire door, removing a non-loadbearing wall, improving thermal insulation, installing new windows or upgrading a boiler are regulated. But what do you need to comply with?<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">At the heart of the Building Regulations is Schedule 1, which now contains 18 technical requirements. The first thing to do when looking at compliance is to check out Schedule 1 and look for the \u2018limits of application\u2019. <\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Some of those technical requirements may not apply to your project. For example, Part G2 (requirement for water consumption calculations) only applies when a dwelling is created; whereas Part K5 does not apply to dwellings, so you won\u2019t need to provide manifestation in the form of a visible strip to patio doors in a house to help prevent people walking into the glass. Another example is that the newly introduced Part T1 does not apply to schools, so there\u2019s no requirement for single-sex toilets in those.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The next step is to check which technical requirements are called up by the type of work you are carrying out. For example, when a material change of use takes place, Regulation 6 only calls up specific parts of Schedule 1. Importantly, this provides additional restrictions to \u2018relevant buildings\u2019, eg those with a storey over 18m in height containing one or more dwellings, institutions or rooms for residential purposes (NB: this is a slightly different definition to that for High Rise Buildings, so don\u2019t get caught out!)<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Let\u2019s say you are looking at adding an extra storey to a block of flats. The block comprises three-storey flats and is extended by an additional storey, turning it into four-storey flats. The building will not exceed 11m in height. This qualifies as \u2018building work\u2019 under the Regulations, so all applicable regulations must be considered for the new storey. Furthermore, it will require checks on the whole structure to ensure that, after the works are completed, it still complies with relevant requirements if it previously complied, or is no longer unsatisfactory if it previously did not.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Regulation 5 \u2013 material change of use category (g) \u2013 applies, as there will be more dwellings than previously. (Part 1)<\/a><\/h4><\/div><\/div>\n<p class=\"p2\"><span class=\"s1\">Let\u2019s now look at essentially the same project but this time adding a fifth floor to a four-storey block, meaning the building will now be over 11m. Similar to the first example, Regulation 5 applies, as the addition of a new storey results is building work (an extension).<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Once again, Regulation 6 does not require specific work to ensure Part A3 compliance. However, Regulation 4 still requires an assessment to see if compliance has been adversely affected. Importantly that the building work must ensure compliance with A3. In this case, due to the extra floor, the Consequence Class increases from class CC2a to CC2b, and more stringent measures are required. The increase in height means you might require reinforcement of the entire lower structure to ensure it meets the heightened demands of a five-storey building in terms of structural integrity and resistance to collapse.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Additionally, the extension means that the building will now exceed 11m in height, and Regulation 6(3) requires that the external walls use materials classified as A2-s1, d0 or A1.
