The 8,900m\u00b2 three-storey centre, which will be constructed from\u00a0 CLT and recycled low-carbon
\nsteel, is PLP\u2019s first project in the country.<\/p>\n

Collaborating with local outfit Posco A&C<\/a> and environmental consultants Atelier Ten, the practice also beat Seoul-based firms Samoo Architects & Engineers and Haeahn. The contest was organised by the Korea Meteorological Administration.<\/p>\n

The new development will house workspace for the institute’s main departments and support functions as part of its headquarters relocation to Daejeon.<\/p>\n

The scheme is being billed as the country\u2019s first net zero performing government building and has been designed as a \u2018box in a box\u2019.<\/p>\n

PLP president Lee Polisano said: \u2018Our project will eliminate a significant amount of embodied carbon, not only during construction but also for long-term maintenance, and continues our two-decade body of work combining strong spatial strategies that encourage innovation, with simple passive design principles and innovative technology for more sustainable and enjoyable buildings.\u2019<\/p>\n

The building is due to open in 2028.<\/p>\n

Architect’s view<\/h3>\n

At the core of the centre’s design is the ‘box in a box’ concept, which enhances thermal efficiency and creates the form for a diverse range of functions, spaces and atmospheres within a unified aesthetic framework.<\/p>\n

This design strategy creates a controlled microclimate, which enables a vibrant four seasons garden to flourish throughout the year, embodying the project\u2019s biophilic approach. This connection to nature not only boosts the wellbeing of occupants but also serves an educational role, promoting environmental stewardship to the public.<\/p>\n

Between the structural volumes lies the ‘third space’, an adaptable area designed to foster public engagement and allow a variety of activities \u2013 from exhibitions and collaborative workspaces to public talks and educational programs. This flexible space is integral to the centre’s mission of enhancing public understanding of climate issues, and helps to underline the critical role of the meteorological centre in the country.<\/p>\n

The project will use well-established technologies, techniques and materials that have been part of Korean architecture for over a millennium [to create] a single, cohesive design solution.<\/p>\n

Rather than relying on unproven or experimental methods, this project draws on the deep historical roots of architectural practices within Korea, infusing them with modern design principles to meet today\u2019s sustainability challenges, effectively, providing natural ventilation and helping reduce ambient temperatures throughout the building.<\/p>\n

To minimise the building\u2019s carbon footprint, the structural design incorporates CLT and recycled low-carbon steel, significantly reducing embodied carbon. These materials reflect the project\u2019s strong commitment to sustainability, contributing to its overall net-zero target by lowering both operational and embodied carbon.<\/p>\n

The workspace design prioritises flexibility and interaction, essential for the collaborative nature of weather-forecasting. At the heart of the design is an expansive control centre, which accommodates advanced monitoring systems and personnel in an environment that encourages the collaboration and coordination essential for 24\/7 meteorological operations.<\/p>\n

More than housing the operational functions of meteorology, the new centre will stand as a beacon for sustainable and innovative architectural design in Korea.
